Wreaths are placed there every oct 28, marking the rise of the Czechoslovak Republic in 1918. (The independence of Czechoslovakia was officially proclaimed in Prague on 28 October 1918. The Slovaks officially joined the state two days later in the town of Martin. Tomáš Masaryk was declared president on 14 November. This first republic lasted until 1938.)
